The ESOL State Resource Guide serves to communicate to school system/charter school ESOL program leaders the statewide standardized procedures for identifying English learners and the components of a state QBE-funded ESOL language program in their local context. In collaboration with the Division for Exceptional Children, this guide is updated with new procedures, including criteria, for identifying potential EL students (new to U.S. schools) with suspected or documented disabilities. In addition, many new resources, charts, and figures are provided in the appendices or linked throughout to support leaders’ understanding and implementation. LEA ESOL Program leaders use this guide as a model to write their local procedures and monitor their implementation.
